Establishment/Development of Jute Marketing Facilities
Infrastructure/facilities/amenities required for ideal jute/mesta marketing
It is proposed to develop two types of market facilities :
1. Construction / up gradation of jute specific marketing yards under the aegis of APMC’s
It is proposed to construct upgrade 10 such marketing yards in major jute growing districts in the Country. Approximately, the arrival of raw jute in these market yard should be 10,000 MT and above per annum and they are willing to provide 40% of their share. The estimated cost of these jute specific market yards is Rs. 1 crore, with the contribution of the APMCs for the tune of 40% of the total cost plus providing/acquiring land for the purpose of establishment of the market yards.
2. Construction of operational premises (Departmental Purchase Centres of JCI)
It is proposed to construct 20 such facilities under the aegis of JCI in strategically important jute growing States where there is standing need for the same. The facilities there will be available in these DPCs are more or less the same as of Market Yards. The cost of construction is estimated at Rs.1 crore per DPC including cost of acquisition of land. The entire cost will be borne by Government of India.
The eligibility criteria for selecting Markets for Establishment/Development of the jute marketing facilities area are as under:
1. Availability of Land
2. Willingness of the participation of the central and/or the State Govt. Agencies
3. Commitment of State Governments to provide 40% of the construction cost as specified
4. Volume of jute/mesta arriving in the market
5. Quality of jute/mesta arriving in the market
Major Services to be provided in the Market Yards are :
1. Weighment facility
2. Grading Assortment platform
3. Auctioning Platform
4. Warehousing or Storage facility
5. Pledging Facility
6. Farmer’s Information Centre
7. Raw Jute/mesta testing facility
8. Banking Facility
9. Implementation of a appropriate technology transfer programme through formation of Jute Farmer’s groups
Financing Pattern
The total cost or expenditure involved in establishment/development of Market Yard is proposed to be shared between the Government of India and the State government or any of its agencies e.g. APMCs in the ratio of 60 : 40. However, where such facilities will be constructed by concerning Market Yard. In case DPC’s of JCI, it will entirely be borne by the Government of India. In case of the transfer of the technology by conducting workshops and service to the farmer’s scheme, 100% expenditure will be borne by the Government of India. In the scheme for construction of retting tanks, it is proposed that the Government of India will bear 90% of the total expenditure in respect of Development of Mini Retting Tanks and the remaining 10% will be contributed by the User Associations or the Beneficiary Committees or concerning farmers.
Establishment of Jute Farmers Groups
Jute Farmers Groups will be established as Self Help Groups to :
1. Disseminate technology and market information
2. Undertake improvement in retting, pre processing
3. Increase bargaining power in the market
